It makes the teaching in class as almost the only learning resource. Implementation of digital learning can help overcome these problems. One example of the implementation of digital learning are included in the District Arso, Keerom regency, Papua, which is managed by Pusat Penelitian Teknologi Informasi dan Komunikasi (PPTIK). Digital learning services that have been implemented in Keerom are web based teachers collaboration and virtual classroom. Elementary school students need interesting learning material, thereby increasing their willingness to learn. Teaching by using a video believed to be more easily understood by students compared to the use of text. On current digital learning in Keerom, there is no system to browse and manage learning video content yet. This research designed a web-based video on demand to support digital learning. The research process using the concept of product service systems so that research results are expected according to the needs of target users. The system is designed in the form of a website that is easily accessible and interactive to the user.
