On the evaluation of spectrum utilization and digital dividend issue for broadband wireless technology and digital TV

Digital TV consumes less spectrum than analog TV in the order of one-six times. Consequently, there will be an empty spectrum that is left by analog TV. It is called digital dividend. One of the goals of this research is how to optimized the spectrum dividend in order to be useful for the users, telecommunication business enterprise, and government. This contribution emphasizes on the evaluation of spectrum valuation parameter which is used to optimize digital dividend spectrum for digital TV and mobile broadband application. First we explain the necessary parameters that is going to use in the calculation. Propagation is one important parameters in coverage calculation, which is used to calculate spectrum valuation. The spectrum of digital dividend lies from 698-806 MHz and in our paper that spectrum will be used for implementation of LTE cellular technology. With this frequency, the government will have much opportunity to optimally use this spectrum for digital TV and also mobile broadband, i.e. LTE.
