There are social factors that can be enablers or inhibitors in the process of software construction. Under certain conditions, social factors are cultural factors, personality of the people involved, development environment etc. This research focuses on the influence of Regional Culture of Bali on the software process construction that exists in software developer companies in Bali-Indonesia. Assessment of Balinese culture uses a model by Hofstede called the Values Survey Model (VSM), whereas requirements in the software construction process were adopted from the standards by ISO/IEC 15504. Regional culture of Bali turned out to have a more individualistic and indulgence than the national culture of Indonesia.
