Developing IT investment management framework of government institution

Enterprise spends budget for IT investment to meet with business’s needs which increase every year. One of government institution in Indonesia has spending on IT for each unit in every year. IT used to meet its operational and strategic needs. In order to meet the declaration of the government institution that IT investment must be effective and efficient, IT investment benefits should be measured, monitored, and evaluated regularly to ensure the benefit realisation. ITIM and Cobit5 are frameworks which cover IT investment management. Design of IT investment management framework in this research is based on ITIM and Cobit5. Framework is designed by ITIM maturity assessment; mapping ITIM activity to Cobit5 activity/key practice; defined related goals and metric; and then create government institution strategic map, objectives, Key Performance Indicators (KPI), and strategic initiative. Design of framework has been validated with method triangulation. There are theories (new information economics practice, five key decisions of IT governance, ITIM), member checking, and expert judgement. Based on the validation, framework can be accepted and achieved the methods criteria which are needed. Design of IT investment management framework delivered measurable IT investment management and create an alignment with the organization’s strategic objectives.
