The determination of loss factor is difficult because of the absence of standards in determining the damage magnitude caused by flood. This paper presents a vulnerability assessment concept, especially for the impact of flood that happens in Upper Citarum River Basin floodplain. In quantifying the risk of flood loss, an understanding is used to perceive flood risk as a function of hazard and vulnerability. The flow rate that occurs is really small in which flood hazard is based on hydraulic parameter of flood, which is depth. Vulnerability will be graded from 0 to 1, in which 0 means no loss occurs and 1 means full loss occurs. The method used for determining the amount of damage factor is the data from survey result via quisioner and literature study from various countries, which verified by a number of researches about the influence of flood on buildings and agriculture in Indonesia. According to the characteristics flood, vulnerabilities are classified into five classes based on the level of damage. Based on the depth of inundation, flood vulnerability levels for agriculture, categorized as very low ( 2. 5 m). Vulnerability level of the housing, categorized as very low ( 5. 5 m).
