Concession award for Indonesian toll roads – A comparison analysis

The biggest challenge has been the land acquisition process. Another primary problem is the challenges related to the design and implementation of concession contracts that allocate risks and responsibilities and the mechanisms for evaluating and awarding projects. While concession arrangments are complex, the focus of this paper is to discuss the award process. The success of a concession depends not only on the appropriate provisions of the contract, but also on designing an effective method for awarding the concession. These include the use competitive bidding, the prequalification process for interested bidders, and the evaluation of bids. A comparison analysis of concession award process shows that Indonesian practices are generally following the state-of-practice worldwide. However, the execution of tenders have been weak. Interviews suggest that there are different views from both sides. Unseamless tender documentation and execution was perceived as the contributing factor by the investors.
