Ships are mass transportation that need service quality improvement programs, especially in Indonesia. This study sought to identify stakeholders who could be involved and make a value network analysis before entering the stage of value co-creation process. This study also made the scheme of three programs, namely involvement, curation, and empowerment as the foundation of value orchestration platform. In addition, this study want to compare between existing platforms and proposed platform, then compile them with the help of a brief interview data from a few respondents.
