Engineering local government financial service system under good governanceprinciples: Case study: Cimahi government city

The goal is to enhance the fulfillment of the good governance principles, namely: visionary, effectiveness-efficiency, openness-transparency and accountability. The overall service system quality is expected to improve with the adherence to the principles. The method used is an extension of the Service Engineering Framework, with a specifically chosen SOA Methodology; the Thomas Erl’s Mainstream SOA Methodology (MSOAM). The produced result shows an increase of good governance score by 12.51%, measured between the initial assessment survey and after the demonstration of proposed financial services system.
