However, this development has not followed plans formulated by the government but has been organic and urban planning has been unable to keep up with it. Although statutory metropolitan planning exists on paper, in reality it is ineffective in guiding urban development. Particularly since the deregulation that took place during Soeharto’s New Order, urban development has been driven mainly by private interests.
