EA is a concept implemented in ‘an enterprise’ rather than ‘a state’. Ministries use EA to define their own supporting strategic and plan in contributing to e-government programs and found that they are fragmented in delivering public services to the citizen. Some EA frameworks promote integration issue but practically cannot support broad government integration. Some frameworks support broad government integration but cannot be implemented in all countries due to the government system and state bureaucracy factors. This research proposes a government enterprise architecture for Indonesia as a nation-wide strategy and holistic guiding plans in achieving the government business objectives and promote collaboration across ministries to realize an integrated and connected government.
