As a pioneer province of waste bank program, Yogyakarta has 495 units of waste bank. However, the performance of the waste bank is not well measured, due to unclear factors that affect its performance. This research is conducted in 66 units of waste bank spread in Kartamantul Territory (Yogyakarta City, Sleman and Bantul Regency) with field observation method, using interview technique and taking data with questionnaire, processed descriptively based on the real conditions. Indications of factors which affect the performance of waste bank are divided into four main categories: the beginning of program implementation, input, process, and output of the program.
