The effect of transport demand management policy on the intention to use public transport: A case in Bandung, Indonesia

In this study, an adaptive theory of planned behavior (TPB), combined with the theory of policy-specific belief, was developed to identify the factors that affect motorists’ behavioral intentions toward a parking management policy and the use of the future light rail transit (LRT) system in Bandung. The theory is tested by developing a structural equations model based on questionnaire data collected from 193 households, offices, and commercial motorists conducting activities around three potential stations of the future 3rd LRT corridor. It comprises (i) TPB’s psychological constructs: attitude, perceived norms, and control beliefs, and (ii) policy-specific belief constructs: acceptance, fairness, and effectiveness of the policy package. The results show that motorists’ control beliefs, perceived norms, and acceptance significantly influence their intention to use the LRT. Within the constructs, respondents’ control beliefs about the increase in parking fees, relatively inexpensive LRT fare, good LRT station accessibility, and good information availability were likely to affect their intention to use the LRT. This study confirms the need for a combined carrot and stick policy in changing the motorists’ travel preferences. It also provides policy implication insights for some Asian cities that adopt auto-centric parking policies.
