Indonesia has been known to be one of the largest migrant worker centres in ASEAN (Thea ASEAN Consensus, 2014) and this necessitates that Indonesia ensures the protection of its national migrant workforce while receiving migrant workers from other countries since the establishment of the ASEAN Economic Community. However, the norms of migrant worker rights have not been grounded firmly in Indonesia.
