NMS for universal service over named data networking: Study on Indonesia higher education network

As part of academic institution therefore information communication technology development of Indonesia higher education should follow the universal service model. Universal service model requires improvement service to advance the availability of information communication technology services to all consummers including those in low income, rural, insular, and high cost areas at rates that are reasonably comparable to those charged in urban areas. NMS is the most trusted tool to monitor the availability of services instead of any other related systems that still intervented by human. However NMS for universal service model needs more improvement than basic NMS that might be already fit and proper on common services. In this work had been conducted investigation the challenges to implement universal model in Indonesia as a case study. The result of study then used as a base to develop a solution model for enhancement network management that estimated would be fit and proper to be used in Indonesia. Inherent as Indonesian higher education network is used as topology in simulation.
