For developing countries such as Indonesia, the magnitude of this potential market cannot be fully responded by ICT business entrepreneurs. In accordance with the concept of the triple helix, the government is one of the important factors that could affect or improve the ability of small business entrepreneurs in the ICT industry to take advantage of the market opportunities which opened widely. This paper will analyze the extent of government support of small entrepreneurs in ICT business capitalize on market opportunities that are available by using the SERVQUAL approach of small entrepreneurs respond to market opportunities available to get the profit.
